The U.S. Virgin Islands is moving forward with a major cruise and tourism redevelopment project following the signing of a new agreement to transform the Crown Bay District on St. Thomas.
The Virgin Islands Port Authority, Royal Caribbean Group and Cruise Terminals International formally signed the landmark agreement on Dec. 17, 2025, setting the stage for a large-scale redevelopment of the Crown Bay waterfront. The project is designed to reposition Crown Bay as a modern, mixed-use destination serving both residents and visitors, while strengthening the territory’s long-term tourism and economic outlook.
The agreement brings together public and private partners in what officials described as a transformative investment in the U.S. Virgin Islands’ cruise infrastructure and surrounding commercial district. The redevelopment will focus on upgrading and reimagining the existing Crown Bay Center into a more vibrant, tourism-oriented hub, with new commercial, recreational and cultural spaces integrated into the waterfront area.
According to the Port Authority, the project is expected to deliver significant economic benefits for the local community, including job creation during construction and ongoing operations, expanded opportunities for local entrepreneurs and enhanced business for taxi drivers and tour operators serving cruise visitors.
“This initiative represents the future of tourism in the U.S. Virgin Islands,” said Virgin Islands Port Authority Executive Director Carlton Dowe. He noted that the redevelopment is aimed at keeping the destination competitive while aligning with evolving traveler expectations and generating long-term economic growth for the territory.
Royal Caribbean Group emphasized the dual focus on guest experience and community impact. Melissa Morales, senior director of destination development for the Americas, Caribbean and Europe, said the company’s involvement is centered on delivering elevated cruise experiences while respecting local culture and creating meaningful economic benefits for the U.S. Virgin Islands.
Once completed, the Crown Bay District redevelopment is expected to play a central role in the next phase of cruise tourism growth for St. Thomas, enhancing both the arrival experience for cruise passengers and the economic connection between the port and the local community.
